ICE is buying wearable electric-shock devices for its agents: gloves that deliver a current through the hands of the person wearing them, on people who are being detained, not convicted. There is no version of this that is about safety. A shock delivered by a hand is a weapon designed to hurt someone quietly, leave little to photograph, and end an argument about compliance before anyone can ask a question. Agencies that answer to almost no one should be the last ones handed a tool like that, and the deaths already recorded in immigration custody are the reason why. Block the purchase and deployment of electric-shock devices by immigration enforcement, and put a binding use-of-force standard for DHS into law, with public reporting on every incident and independent investigation of every death in custody.
