Fund West Virginia's PEIA

Fully fund the Public Employees Insurance Agency so West Virginia's teachers, troopers, and public workers aren't hit with another round of premium hikes and benefit cuts. Underfunding PEIA is what drove the workers to the capitol in 2018, and the shortfall is back.
