Make Texas Data Centers Pay Their Own Grid and Water Costs

Require large AI and crypto data centers to pay the full cost of the electricity and water they consume, instead of shifting grid upgrades and rate hikes onto ordinary Texans. These facilities are flooding into Texas and straining a grid that already buckles every summer, all while drawing millions of gallons from reservoirs in the middle of a drought.
