Enact Supreme Court Ethics and Term Limits

Bind Supreme Court justices to the same enforceable ethics code as every other federal judge and impose 18-year staggered terms. The Court has been openly accepting gifts, hearing cases involving the gift-givers, and refusing to recuse; the lifetime appointment was a 1789 design choice and the country has outgrown it.
