Codify the Right to Contraception and IVF

Pass federal protection for access to contraception and in vitro fertilization before the Supreme Court takes them next. The Right to Contraception Act and the Right to IVF Act have died on the Senate floor under cloture votes that should not require sixty senators to protect rights every voter assumed were settled.
