Lock In Fair Maps in Wisconsin

Amend the Wisconsin constitution to hand legislative and congressional redistricting to a nonpartisan citizens' commission. The 2024 court-ordered maps proved fair lines are possible, but the next conservative majority on the state supreme court can undo them; only a constitutional commission makes the fix permanent.
